Let me explain...
Ring4 is an Off-net service which allows you to make calls and send text messages to anyone not also on the Ring4 service, like your friends cell phone or a business line.
Services like Whatsapp on the otherhand are On-net and can only communicate with others within its own network and cannot make calls or texts to outside numbers.
